Partitioning External HDD, one partition slow

I just partitioned my external HDD, When i run black magic disk speed test i get from 110 - 115mb/s write and about 110mb/s read. But the second partition on the same drive i am getting around 65mb/s on both read and write.

What is the reason for this?

It has to do with the circumference of the beginning of the drive vs the larger later area.
