Is it possible to mix different programs of iLife? Specifically I want iPhoto 08, but I've read a lot of negative things about iMovie 08 and I want to keep iMovie 06.

Is this possible or are there shared components that would break iMovie 06 when I install iPhoto 06....and all of this is assuming I can do a selective install of iLife as opposed to having to install all-or-nothing.
 
When you install iLife '08 you keep your old iMovie. Don't worry, there's nothing wrong with '08. I think it's much better than '06, it just works differently. People complain that it's not as robust, which in some ways is true, but '08 is very slick. If you want to edit a few clips together and make a montage of your family vacation, or throw something up on youtube then use '08, if you want to edit a short film use Final Cut Express. Really there's no room for iMovie '06.

While I agree with your analysis of 08's intended use, I have to say that I disagree with the idea that there is no room for iMovie HD (which is the real name for the movie package in iLife 06). I own and use Final Cut Express 4 for some upper end projects where video from different source types needs to be integrated, but it seems to be overkill for single camera projects when it comes to project editing. And I still like chapter markers too, something the 08 design team decided we don't need! :( Not everyone wants to spend $199 to purchase Final Cut Express 4 to restore features that they already had in iMovie HD and lost when they "upgraded". ;)

Does iMovie 08 (which curiously enough is numbered version 7.1.4 currently!) have some cool features for quick use? Absolutely. It has become obvious that a lot of people think it was oversimplified though- and I think the best evidence that even the designers knew that was true was the fact that your existing iMovie HD is preserved on your hard drive upon upgrading (as well as Apple providing the free download of HD to even new iLife 08 users). Installing iLife 08 sure didn't maintain any previous versions of other apps!

I just hate iMovie HD, because of its destructive editing, you always, always, always should keep a copy of your original footage, something not possible with HD.
