passbook plus sign gone on my phone

I used to have plus sign on my PassBook app which let me add stuff onto it (scan barcodes, etc).

But now it's gone and I can't add anything.
Does anyone have any suggestions?

It seems like region might be the culprit.

I see it on mine, just need to drag down and + will show up on the top right.
Which region for me? United States.
