So I set up a 4 digit passcode and reply with message is turned on. However, when someone sends me a text and I slide it to reply, I have to enter my passcode. Why?

Because responding, as far as the is is concerned, is the same as unlocking. Basically, it's a security feature.
Reply with message refers to an incoming phone call. You have he ability to swipe up with an incoming call and decline it, while sending a text reply to the caller.
