Passport and Apple Pay settings

Is it just me, but I don't see the passport and apple pay settings in the settings menu on my iPhone 6.

I'm in Canada and wondered if Apple simply disabled passport and apple pay settings for all non US iPhone users?

I know apple pay is not available in Canada but thought we should have the option listed thou.

Same in the UK, no sign of it anywhere in the settings. Same as iTunes Radio. Invisible.
