Password hit not changing

Hello i am having issues when i try to change the password hit it says it changed but when you reclick on the change password it has the same hit is that a bug or em i doing something wrong?

using: OSX 10.5.7
 
Is any one else have this issue? and if it is a bug how do you report it to apple?
