Strange problem.....

I have a Microsoft Outlook 97 .pst folder (generated at my workplace using Windows 10) with four years worth of e-mail records locked behind a password. My workplace IT help desk is not able to use third-party password crackers.

My home computer is a Mac, running OS X Yosimite.

Query - how do I crack the password on the pst folder WITHOUT having to install a Windows OS on my Mac?

If it's your pst file then you must have set a password in outlook when you set it up.

And if the password is there in OS X, then it'll probably be there in windows too. I can open pst files on OS X.

I suspect you;ll need to load into outlook (with password), then save it again with no password.
