Password needed to move every file trash

Getting boring as I'm have a tidy up, a password needed to move every file trash I don't think I can find 'permissions' I thought that might help ?
 
You might have accidentaly turned on Secure Empty Trash. I have often done it in the past.
 
Thanks for that but I don't think that exists any more ? - I may be wrong of course ... generally am !
