I had an old backup of my iPhone which I restored to my iPhone.

I forgot the password of the iCloud that is on the old backup, and the backup email address associated with it, which is another iCloud email which I don't know, and I don't remember the answers to the security questions (tried multiple times but didn't work).

Notes also has over a 100 notes I made synced to the iCloud account.
If I logged out of this iCloud, and created a new iCloud and logged into it, could that notes sync with the new iCloud account or will that be gone?

Also on this old backup, for some reason many apps don't work on data, only on WiFi. So YouTube or App Store won't work on data. What could account for this and how could I fix it?
 
Turning off Notes in iCloud settings should prompt you to copy them locally. If you do so, you can then merge them to iCloud with a new account signed in.
I'm not positive if an iTunes backup would include them since they're currently in iCloud, but that may be an option:
You could create the iTunes backup, then explore it with iMazing or similar.
 
Is there a merge option that pops up too?
Can you merge it to a Gmail account instead of iCloud as well?
 
When I tried to turn off Notes from iCloud, the prompt I got was "Are you sure you want to continue? All iCloud notes will be removed from your iPhone."
