Since the iPod Touch does not have calling capabilities, it seems that FaceTime would be free on it. So why do iPhone 4 users still have to pay to use FaceTime?

iPhone 4 users have never had to pay for FaceTime calls.

You can use the contacts application to start a FaceTime call for free, or if you start a FaceTime call during a cellular voice call, that voice call will end as soon as FaceTime connects.

No,

if your already on a call, you can switch over to FaceTime. But to initiate FaceTime, you don't have to be on a call, just tap the FaceTime button if your on WiFi.

Just find her entry in your Contacts and tap the FaceTime button. Or maybe you’re already talking on a voice call with her, iPhone 4 to iPhone 4, and you want to switch to video. Just tap the FaceTime button on the screen. Either way, an invitation pops up on her screen asking if she wants to join you. When she accepts, the video call begins. It’s all perfectly seamless. No.

That's just one way of doing it.

If you go to Contacts on an iPhone 4, you should see a "FaceTime" option on a specific contact.

Press it and a FaceTime call will start (it might ask you to pick one of the contact's phone numbers/email addresses to call).

A FaceTime call like that will cost nothing.

If you press the FaceTime button during a normal voice call, the voice call will end when FaceTime connects.
