I have Iworks on my iMac. I assumed that I could then download the various parts of Iworks onto my iPad ........Pages, Numbers, & Keynote.

I put them on my iPad, and was charged another fee ($9.99 each).
Thought you only had to pay once for thes apps.

Any help?

Unfortunately you thought wrong

These are not the same apps
These are iOS apps

You can use them on your iPad, iPhone or iPod Touch
But the OS X apps are separate
 
They are separate versions. One for OS X, and one for iOS. Totally different feature sets, for the most part.

The Mac App Store and the App Store are two separate entities, designed for different OSs.

You can contact iTunes support and see
Doesn't hurt to explain and ask

But they are really good apps and worth the money IMO
But only if you need them and use them
