iPhone 8/Plus PC freaks out when iPhone is plugged into it

At my work, when I plug my iPhone 8 Plus (but it happened when I did it with my iPhone 6S+ too) into the PC (Windows 7 Dell OptiPlex 7040) to charge it the monitor intermittently flashes off and then back on, sometimes rapidly. What could be causing the problem? This behavior never happens on my home laptop. Of course, the home laptop is a Mac so I'd hope not.

Strange indeed. Might want to talk to your IT department or bring a small charger from home

Possible issues with lack of enough voltage via the USB ports.
