PDF annotator with certain features

I have been looking high and low for a PDF annotator that has boxes with lines or can do anchored notes that show up in the gray area of Skim. I know Windows programs that do it but I can't find a mac program that does. If you guys know of one let me know. preferably free or low cost. Thanks!
