PDF behavior in Safari 10?

I have Safari's preferences set to open downloaded files automatically.

I have downloaded several PDFs, and they do not open automatically. They are all "safe" files, so I'm not sure why this isn't working.

Any ideas?

Also, is there a way to set Safari so that PDFs download instead of opening in the browser window?
