PDF text garbled in Catalina

This is the PDF I am using for an example:

Glidepgm.PDF

My Mojave machine displays it just fine, but my Catalina machine garbles the text. You can see it rendered correctly in Chrome's built-in PDF view in this screenshot. Any ideas?
