PDFs won't stay unlocked

I just downloaded several PDFs. For each of them, I'm able to click on the lock icon in its Info panel, enter my Administrator password, and unlock it. When I close and reopen that window, however, the icon shows that it is locked once again. This is a problem because I'm trying to merge these PDFs in Preview, and I think that this is the reason why it's not letting me.

That padlock under Sharing & Permissions does not mean the file is locked. The padlock being open only affects whether you can modify permissions for sharing the file/folder with another user account or over the network to another computer. Try following these steps (if you have 10.6) to combine pdfs.

I have tried that process, but it doesn't work for this set of PDFs for some reason (though I've done it with others). The thumbnail never appears "over" the other. Nor am I able to delete pages, by the way.
