Currently own an iPhone XR. My understanding is the Apple used Intel modems for the XR and 11, and switched to Qualcomm modems for the 12 series.

People who have switched from the XR/11 to 12, have you noticed any difference in cell reception?

Correct.

My sister and a few friends got the 12, no complaints about reception.

You can always buy from apple, try it for 14 days see if your reception has improved, if not return it, don’t rule out it could be your carrier that’s the problem as well, might not work well in your area.
 
Not sure about the iPhone 12, but my iPhone 8 has the Qualcomm modem while my wife's iPhone 11 has the Intel one. There is no difference that I can detect between the reception of both. But we live in a metro area (DFW) where our T-Mobile reception is generally good.
 
i ran maybe 5 ookla speed tests on LTE with the 11 pro max and got about 120ish download 10 up... moved the sim card over ran 5 tests on the 12 mini in the exact same spot , LTE .. and got about 200ish download and 20 up.. verizon..
 
I went from the XS Max to the 12 Pro Max with the same carrier, same location and reception with the 12 is very significantly better.
