On older devices (Sandy Ivy) i have found a big drop in performance also in common tasks.

Example: Macbook Air 2011 (2557M)

i only use it for Safari - Chrome - Pages - Preview and anso in these simple tasks, i m experiencing performance problems. It was just perfect 2 hours ago.

On a 2013 MacBook Air. Fans are at full speed, CPU usage is at 5%, it doesn't look like it's doing anything. However, the wattage for the CPU is at 18w. This is a 15w cpu. It is usually around 2w when idle. Something is wrong and it's at the kernel level or below as CPU activity is showing nothing.

PRRAM reset did nothing.

Update
SMC reset solved it. All back to normal 2w now.
