Permanent delete photos in photo app

I have deleted photos in the photo app in Sierra but they seem to come back. I have done the delete and then deleted the photos in the recent deleted section. When i go back to see the photos i have just imported expecting to see only the photos that i want i still get copies of those i have just deleted. As i have just installed an new SSD and a fresh install of Sierra it is confusing. What steps do i need to do to ensure that i make a permanent delete of photos. I must be not doing the delete process correctly so all advice is appreciated. :(
 
If you delete pictures from Photos and then connect the device that those pictures were taken with, if those pictures are still on that device, then they will show up as being available to import. I suspect that you re-importing them by using the "Import All New Photos" option.
