I listen to podcasts on iPhone 4S. Sometimes I hear part of one and don't like it. So I delete it by swiping to the right. However when I sync with iTunes it just downloads the podcasts again. Obviously I can delete them in iTunes but why can't I do it permanently from the iPhone?

Because of the way iTunes syncs the podcasts, it needs the podcast to be physically on the iDevice in order for it to know whether it's un-listened, half-listened or listened completely.
The cheesy workaround would be to drag the time slider all the way to the end so that it appears as listened and then on the next sync iTunes will remove it (provided you have configured it to do so).

I think the other workaround would be to use a podcast app instead and then do all the download on your iDevice.
