I'm trying to delete the current version of iTunes to instal an older version, but when I go to unlock the 'read & write' capability on the app, I keep getting blocked out even though I enter my password for the computer.

I read online that since Sierra, this has been an issue...? Does Apple not allow users to modify/delete certain apps at all anymore?

Is your account setup with "admin" (root) privileges? Under System Preferences | Users & Groups | Current User = "Admin".
