Persisting issue from iOS 15 to 16 - Apps won’t reorganize in a specific folder

I have one folder of all ride-hailing apps. I’ve been trying to drag one app from the second page to the first page of the folder but it always immediately bounces back to its original position. Turns out every app position in that folder is fixed. This must be a bug.

I think that's normal behavior if the first page is full. Drag one app from the first page to the second to make room. Then try dragging the new app again.
