Personal Hot Spot doesn't work with WiFi?

I read the manual last night and it states that the personal hot spot doesn't work with WiFi. Is this correct?

And before someone asks why I would want to do that. If I'm out of town and have to pay for my internet access I'd like to hook my laptop or iPhone up to the iPad hotspot.
