I've Just update my fone to software 4.3.1 an I don't get the personal hotspot feature in my setting? Why is this? How can I fixed it

Does your carrier have that feature available?
Did you try calling them?

Yes, give it a shot.
If they offer tethering they will let you know or whatever the case is.
