I wanted to make sure my understanding of how the Personal Hotspot works in a family account is correct.

Since it adds 2GB, I'm assuming it has to be tied to a specific phone and the data is measured/added to that phone's usage...correct? So if I'd have to choose if my phone or my wife's phone had the Personal Hotspot service added to it?

We will likely mostly use it to tether the kid's iPod's Touch's and family iPad. But obviously there are going to be times where the family is off in different directions. Since it's just an occasional thing, I couldn't justify paying for multiple tethering plans, I just want to figure out who's phone it makes the most sense to put on....
 
Just like your data plan, the tethering plan is tied to a specific phone.
It cannot be shared.
So yes, you have to pick which phone it will be added too upfront.
