I don't have Personal Hotspot on my iPhone 4 iOS 7 test device, but I'm guessing there's no way to enable this in control center. I think this would be a welcome addition. I'm constantly turning it on and off on my 5(mainly because it times out after a few minutes of inactivity) I would use it more than the Do Not Disturb one or even the Flashlight. It would be nice to customize these. Not holding my breath though.
 
Use bluetooth for hotspot.

Never times out, and uses less battery.
 
Not as fast though in my experience.

Ive found the 3mbps I get over bluetooth is essentially DSL broadband speed, and thus great for web, news, music, and youtube which is the extent of my tethered iPad usage.

Wifi is still much faster and I usually only do it at work when the phone is plugged in and I need the speed. Have you tried Personal Hostpot in iOS 7? Just curious if it works better.
