Personal hotspot IOS 8 ?

Does personal hotspot only work when connecting to Mac OS ? I tried connecting to windows 8 but the personal hotspot on iPhone 6 kept resetting or something , it connects fine on Yosemite though . I'm on iOS 8.1 .
 
No it works with anything that can connect to wifi. I've ised it with my MacBook with my Linux laptop with my nexus 7 tablet, with the Mercedes Command system in our GL etc.
