i have a recently purchased iPad air (2020) that for some reason is not showing my "personal hotspot" via iCloud that i usually an access on my macs and older iPads (iPad air 2).

i'm not sure it ever existed for this new iPad, but when i needed it most yesterday (lost home ISP connection), i couldn't use my phone to provide internet access even though it was readily available on my Mac (i needed to use both devices).

anyone have any suggestions for figuring out why this is the case?

i've tried turning on person hotspot so it shows up in the "manual way" by enabling Personal Hotspot on my iphone (11 Pro also running 14.4) (ie, as a network with password to enter), but that doesn't work either.
 
i also checked another device: iPad pro (2016?) 12.9" running 14.4 and it properly shows my iPhone on "My Networks" automatically.
