Personal Hotspot Not Working from iPhone

I have an iPhone 6 with a GoPhone 2GB data-only SIM, I turn the Personal Hotspot feature on, connect to the wifi network successfully from other devices, however DHCP does not appear to work. I statically set IP to the 172.20.10.x network and still nothing. I take the GoPhone data-only SIM out of iPhone, put it into a Google Pixel phone and hotspot from Pixel phone works great every time. What is the trick to making it work from iPhone? Extremely frustrating!!
 
I just called ATT and they say my data plan and SIM should allow the hotspot feature no problem. Is anyone here familiar with this issue? Appreciate any help or advice. Thank you!!
