Personal hotspot not working

Tried via wifi and usb and still no dice. I have the iOS5.0.0 on a 4S, wifi doesn't connect says I should reset the router! USB doesn't work either, says no internet access, an issue with dns or some when I do a diagnostic report.

iPhone 4s on a windows 7 laptop.

Please help. I tried resetting the network setting, to no avail.
