I have a couple of questions regarding personal hotspot:

1. By default, wifi and Bluetooth are switched off for me. If I activate personal hotspot, these settings will be switched on and hence how much power is consumed if I left these functions on (without using the hotspot functions)? The reason I am asking, is because it's very clunky to activate the hotspot function and if you switch personal hotspot off, it does not switch Bluetooth and wifi off, and you'll have to go switch these things off individually to conserve battery life.

2. Would it be possible to make an app to conveniently switch personal hotspot on when you need it, and switch it off (along with Bluetooth and wifi) once you have finished?
 
Nope Apple does not allow access to turning these features on and off.

If they did an app would of been developed long, long ago to switch blue-tooth and wi-fi on and off.
