Why can't I get the option to turn on the personal wifi facility on my PAYG iPhone, seems like it's for data-plan users only. I only need very occasional use, to support my non-3G iPad.

You're talking about hotspot? It's a carrier option. Unless the carrier allows it, it won't be available for you to use.
It's isually included with some carrier data plans or can be added for an extra monthly fee. I doubt without a jailbreak tweak, you can use it with a PAYG SIM card.
