I tried to install two new apps to my watch this morning. The apps didn't fully install so they left the shaded out circles on the app cluster. I uninstalled them through the watch app on the phone and reinstalled them. Both apps now appear on the phone but the partially installed phantoms are still there too. Any ideas?
 
I've had this a few times, got a few yesterday during apps updating themselves and even got a 'Failed to install error (null)' appear on the watch once.

Workaround 1:

Go into the app setting on the Apple Watch application and slide to not show the app on the watch. Wait for it to go.. slide back and wait for Installing to disappear from the screen. Check the watch.

Workaround 2:

if Workaround 1 doesn't work.

In between removing the app from the watch (not the phone). Restart the Apple Watch and then add the app back to the watch.
