Phone app contact actions grayout?

In Phone app (iPhone) under Recent tab there is a list of all recent call including ones from third party like Telegram and WhatsApp. If I expand on any call to get more info there are four big action you can take. Those actions are grayout on any entry from Telegram. Works fine on regular calls or Whats app.

Dunno if it is iOS or Telegram issue, didn't found any setting for it either. Does anyone have any similar experiences?
