Phone App won't dismiss after call ends and can't kill process

My wife's iPhone 5S running 8.1. Phone call ends. Phone screen greys out but never dismisses. You have to sleep or hit home to clear it. Double tap home and swipe up to close doesn't work. It will not allow you to close the app.

I searched here and in the iOS 8 forum. No luck. Anyone else seeing this problem?

It appears that is the case. Even after a hard reboot.

Issue exists on iphone 6 too, please report to Apple..
Only way is to open the dialer, dial a number n hangup
