Phone call relay problem

I have installed IOS 8 on my iPhone 5s and my iPad Air. Both installs seemed problem-free. I read that the SMS relay will not work until October but think that incoming calls to my iPhone should relay to my iPad now?

Nothing at all happens on my iPad when my iPhone rings. They are both on the same wireless network. Is there some switch I need to turn on?
