Phone Calls going to voicemail - Verizon

Is anyone else having issues with phone calls going right to voicemail and not ringing on the new iPhone and does not show as a missed call?

I am thinking your phone is not totally activated and shows as being out of service?

Or could that have something to the new Do Not Disturb Mode
