So, I'm on LTE and I'm on the phone. I lose LTE and fall back onto 4G (3G), does this mean that I can not be on the phone and access LTE?

AT&T of course, NOT Verizon.
 
LTE is data only. So if you are on a call, I'm guessing it shows 4G because it's sending it's call data over the 4G phone network. I wonder if this means you can't use LTE data when making a phone call?
