so I am unable to check my emails on my phone when I am connected to the internet via lte. It works when I am connected on WiFi. I have tried everything from resetting network settings to doing a full blown restore of my phone. I also cannot reach the website that is associated with the account. I just get an error that says server could not be reached. Any ideas?

EDIT: I should mention that 2 email accounts work just fine but my third one doesn’t.
 
this could very well be an email account setup / internet provider problem.
i have encountered many ISP that reject or won't allow certain email ports.
my home for example (with WiFi from cable internet) won't allow the outgoing SMTP email port that my email server in fact recommends, but, its ok as is without change if i access the internet through my LTE SIM.
i have also encountered the reverse (as your situation), where it was impossible to access that email account in various countries over the available WiFi setup (usually in hotels), which needed me to adjust the the email ports and change the requirement of TLS/SSL.
your email account provider probably does have alternate ports that are ok to access yr email from if you check.
but, if you cant even reach the website in yr browser, it points to a different problem, where that site may in fact be blacklisted in whatever country you are in.
have you tried to reach yr email and website while using VPN?

lastly, its always good to try to attempt to reach email from a computer, also, just simply to check if maybe the iPhone email settings are in error.
