phone crashes does not enter safe mode

so everytime my phone crashes, it no longer enters safe mode. ive had ios5 jailbroken on my 4 for over a month. recently it happened out of no where and i had to restore and now even when i download the latest mobile substrate it does not protect my phone and enter safe mode. only fix is to restore entire phone


any help?
