So I finally got my new 3G phone today (yeah) I brought it home, and did the restore option from my first gen iPhone. It went through the LOOOONG process (~30-40 minutes) and then I though it was finished, but I unplugged it and plugged it back in and it asked me to restore again. Is this right?
 
No it is not supposed to do that, I have seen it happen before it is like a broken record.

"Does it say iTunes has discovered an iPhone in recovery mode, would like to restore"
 
No not recovery mode, I just got around it by clicking "New Phone" instead of restore. It had already put my contacts, email, SMS, etc on the phone so I just have to resync my music, photos and movies.
 
Ok yeah, sounds like you had a corrupted back up. You can also put an older back up on your phone if you really want to by right clicking on your device in the left column in iTunes and selecting restore from backup
