phone on but data & 3G off abroad?

If you go abroad can you turn both 3G and data off and only use gprs and wifi to avoid the high bills?
 
gprs is data...you turn off everything except voice & wifi. And this is done by default with the "data roaming" switch which is "off" in its delivered state.
