Phone on silent, but iMessage notifications still make sounds?

iPhone 7+ on 10.3.2 - Even with my phone's switch set to silent (while I'm wearing my apple watch), iMessage notifications still make a sound when I'm using the phone. (but not when it's not actively being used)

This fixes itself if I change the notification tone, but not for long. Odd... anyone else have this issue?
