phone won't recognize data plan

I have a 3gs 4.2.1 06.15.00. Jailbroken and Unlocked using Redsn0w 0.9.6 Beta and ultrasn0w1.2.

I have service and it recognizes my service provider. The problem is it is not recognizing that my sim card has a data plan and will not allow me to use safari etc... It does work when Im on WiFi though.

Am I missing something in my settings? The card works in my old nokia.
