Phone wont turn on

hi all

i dropped my iphone 3gs and broke my screen and also bend my chrome bezel surround. I have repaired the screen, digitizer, and surround but the phone wont turn on now.

When i plug it into my laptop the screen lights up white and when i try to restore it on itunes it comes up error 21.

Does any body have any idea what the problem is and weather it is repairable
