Photo albums constantly downloading

Some of my albums say downloading constantly. Looks like all my pictures are there still. Anyone know how to resolve this?

This is a local album (synced via iTunes) or Shared Photostream ?

It's local. When I got my 5s I restored from iCloud

Yeah thats not local ... i Wanted to find out if they are being downloaded over the internet and iCloud does that only

You might have to sync once with iTunes to bring it out of this situation ... I believe the download got interrupted and now its not even trying but Photos app knows there are more photos pending ... hence the status

Also try a restart of the phone before the above

I don't sync my photos with my computer. I keep them all in the cloud. Will syncing do anything?

I just synced my phone with my laptop and made sure the check off photos and still does it

But after syncing my computer it looks like it put another set of each album on my phone. And it seems that the number of pictures in each album matches up. So even though it's stuck at "downloading" it's actually not trying to pull anything down
