Video shot in 4k 30fps on my iphone 7 plus is seen by the Photo app imports it but I cant play the video or export it from the Photos app

Early 2015 MBP on 10.13
 
tried again buy turning off hig efficiency and everything works fine, the the early 2015 MBP too old for HVEC?
 
But I am running high Sierra , photo app sees the hvec video, it imports them but not playable within photo.app and can’t be export from the app
 
Then the app is not yet optimized for HS. Same thing with pro apps like FCPX, Compressor and Motion. Not yet optimized for HS . Try iMovie it is optimized for HS.

I think the issue is a hardware limitation. Only the 2016 and newer machines can decode HVEC video properly. but you should still be able to play it with software decoding only.

However be advised that iMovie on High Sierra can only read H265/HEVC files -- it cannot encode or export to HEVC.
