Photo app says syncing at bottom of albums?

When I scroll to the bottom of any section in the photos app (Photostream, Albums, or Events) it has a spinning ring and says Syncing 6,818 of 6,992. Im curious as to what it is syncing, seeing as my photo stream is already synced up. The numbers are obviously the amount of my pictures but it stays stuck on 6,818.
