Photo Editing

I searched the app store for an app that will let me manipulate photos. Apparently there is no such (is that because the iPad and iPhone don't have enough processing power to handle the app?).

All that I want to be able to do is to block out personal information on screenshots so that I can post them when asking questions so the reader can see what I see. Is there such an app? What do I look for?

Quite a few.

I think there is quite a few things that would allow you to do this.

Try Upad Lite, which would allow you to markup an image. Sketchpad also would allow you to import and image, you could write in it and then export back into photo album.
