I get this error message every time I try to open up a photo on my iPhone that is more than a couple days old. It has been doing this for months now. It only does it when I'm NOT connected to wifi. If I'm on wifi, all of my images download to the device just fine. And FYI I do have iCloud "photo optimization" turned ON.

I had that issue today when I was out running errands and tried to send an older picture. Once I got home, I checked the same pic and there was a small circle that was loading in the bottom right corner. I'm hoping there's some setting somewhere we can turn off so it doesn't happen again.
